Fumiko Kawamura graduated from Akita Normal School (1894). Attended Meiji Girls' High School.
Fumiko Kawamura founded and became principal of Kawamura Jogaku-in (Kawaraura Women's Institute) (1924). The same year established Girls’ High School as part of the institute. She founded kindergarten (1927) and then Koto Senko-ka (Higher Special Department) (1929), elementary school (1932) all bearing the name of Kawamura. Renamed the institute Kawamura Jogakuin Koto Jogakko (Kawamura Jogakuin Girls High School) (1943). The same year reorganized it into a judicial foundation and then renamed it Gakko Ho jin Kawamura Gakuen (School Foundation Kawamura Gakuen) (1951). She established Kawamura Tanki Daigaku (Kawamura Junior College) (1952).
