Railroad worker; after 1917 February Revol one of the leaders, Socialist-Revol Party in Transcaspian Oblast. Summer 1918 headed anti-Soviet revolt in Transcaspian Oblast, which ended with the overthrow of Soviet regime in Ashkhabad and establishment of Transcaspian Provisional Government. Looking for allies in his fight against Bolshevism, he negotiated with General Denikin and the command of the English expeditionary corps in Meshede (Iran).
Official Soviet sources maintain that in 1918 he pursued a policy of White terror. 24 July 1918 involved in the execution of nine Ashkhabad comissar (Zhitnikov, Rozanov, Kuliyev, etc). 20 September 1918 involved in execution of the 26 Baku comissar.
1926, after Sovietization of the Transcaspian Oblast, arrested and tried before Military Collegium, Supreme Court.
