In 1894 Fyodor Konstantinovich graduated from a real school. In 1894-1896, 1903 he received an engineering education abroad.
Until 1918 Fyodor Konstantinovich lived in Moscow, participated in a social movement, was elected the vowel of the Moscow City Duma. In the years 1918-1921 he served in the Voronezh District Railways. The author of the books "Our Land" (Voronezh, 1921), editor and one of the authors of the book "Statistical and Economic Dictionary of the Voronezh Province (pre-revolutionary period)" (Voronezh, 1921), where he is named the Secretary General of the Association for the Economic Study of the Voronezh Province.
In 1931 Fyodor Konstantinovich worked as a consultant to the All-Russian Council of the National Economy. An employee of the magazine "Woolen work", in an appendix to the magazine published the book "Development of the Russian wool industry" (Moscow, 1923). He published historical essays in the magazine "Woolen Work", "The Struggle of Classes." He is the author of the books "100 Years of the Klintsovo Wool Industry" (Moscow, 1926).
