Genji Oishi was born in 1887 in Yamaguchi Prefecture, Japan. He was a son of Chuji Oishi, a retainer of the Yamaguchi Clan.

Genji Oishi graduated from Metallurgy Department of Engineering College of Tokyo University (1912). Went to England to study metallurgy (1916). Received a doctorate in engineering (1929).
Career
Succeeded to the headship of the house (1915). Became professor at Engineering Department of Tohoku University (1922). Held chair in metal engineering.
