He was trained in architecture under the late Alonzo Lewis.
Mr. Harney opened an office at Newburgh, N. Y., in 1863 and while in practice there designed St. Margaret’s Church and the Lincoln Home and Hospital. Later he moved to New York City and during the late seventies formed a partnership with William Paulding. In that association Mr. Harney continued active until a short time before his death, his work including the Commercial Union building on William Street, 1883, Clinton Hall at the Mercantile Library on Astor Place, and several other public and business structures. He also designed a number of fine residences on Fifth Avenue.
