Entered Imperial Civil Service, after competitive examination, June 1862. Lieutenant Kent Artillery Militia, 1873. Transferred to the Colonial Civil Service, Nov 1874, when appointed to act as Treasurer of Sierra Leone.
Acted also as Colonial Secretary of that colony, 1875. Assistant Government Secretary of British Guiana, 1879. Acted on several occasions as Government Secretary.
In 1889 appointed Colonial Secretary of British Honduras. Administered the Government, 1890-1891. Administered the Government of the Falkland Islands, 1893.
Colonial Secretary of the Bahamas, 1894. Administered the Government, 1894-1895. Colonial Secretary, Leeward Islands, and Island Secretary, Antigua, 1895- 1902.
Administered the Government of the Leeward Islands, 1895-1897, 1899-1902. Administrator of St. Lucia, 1902. Administered the Government of the Windward Islands, 1903.
Retired on pension, 1905. Decorated for services while officer administering the Government of British Honduras.
