Background
Gerald Noah McEwen Jr. was born in 1943 in Washington, District of Columbia. He is the son of Gerald Noah McEwen and Kathryn Lyle (Kimes) McEwen. He married Carol Sue Edwards on August 27, 1966, and they have two daughters, Jennifer Lyle McEwen and Kathleen Schofield McEwen.
Education
McEwen studied life science at Indiana State University, where he earned a Bachelor of Science in 1966 and a Master of Arts in 1968. He continued his scientific training at the University of Illinois, earning a Doctor of Philosophy in physiology and biophysics in 1973. He later studied law at George Washington University and received a Juris Doctor in 1989. The combination of advanced biomedical training and legal education supported his subsequent work at the intersection of bioscience, cosmetic ingredient safety, and regulatory policy.
Career
McEwen began his professional career as a visiting lecturer at the University of Illinois in Urbana from 1973 to 1974. From 1974 to 1976 he was a research associate at NASA's Ames Research Center in Moffett Field, California, where he worked as a bioscientist and received a National Research Council research grant. From 1976 to 1977 he served as a research physiologist with Socially Responsible Investment International, becoming manager of its bioscience group from 1977 to 1978. He then served as senior bioscientist and director of the organization's Health Hazard Information Program from 1978 to 1980. In the cosmetics and personal-care sector, he worked for the Cosmetic, Toiletry and Fragrance Association in Washington, first as ingredient safety coordinator from 1980 to 1982, then as director from 1982 to 1986 and vice president of science from 1986. In that leadership role he represented the industry before the Cosmetic Ingredient Review Expert Panel and the U.S. Food and Drug Administration dental product panel. He served for approximately 25 years as the industry's liaison representative to the Cosmetic Ingredient Review Expert Panel, providing scientific and regulatory information concerning ingredient safety, product exposure, and additional testing.
