Giichi Tanaka was born in 1897 in Tokyo, Japan.
He graduated from Political Science Department of Meiji University (1923). The same year went to U.S.A. and studied at Columbia and Washington universities.
He served as sliokutaku (professional associate) of Tokyo Seisen Kaisha (Tokyo Wire Manufacturing Company) and Nihon Electric Power Generation Company and the defunct House of Peers. THe taught as lecturer at Meiji University and Keihin Kogakuin (Keihin Institute of Technology) and thereafter became technical adviser of Standing Committee for Construction of House of Representatives (1948).
