Gitaro Shimokawa was born in Shizuoka Prefecture in 1904.
He graduated from Shizuoka Commercial School.
While serving as magazine reporter and head of a public nursery, he published poems and dramas and became member of Shin-Nippon (New Japan) Literary Society.
He was elected to Shizuoka Prefectural Assembly (1951). He was elected twice to House of Representatives (since 1952) and served as member of Central Executive Committee and director of Financial Department of Left-Wing Socialist Party. He collected editions of his poems Member of House of Representatives and member of Socialist Party.
