Habib was born on March 18, 1921, at Mahdia, on the Mediterranean coast 110 miles south-east of Tunis.

Educated at Sadiki College, Tunis, and the Sorbonne, Paris. Graduated as an engineer from the Ecole Nationale Supérieure des Telecommunications, Paris.
Joined the PTT in Tunis as a telephone engineer in 1954 and rose to become Director of Telecommunications. In 1967 he was appointed Director-General of Tunisia Radio and was a frequent delegate to international conferences. In June 1970 he became Secretary of State for Communications and then was promoted to the cabinet as Minister.
A telephone engineer who worked his way to the top. Dedicated technocrat whose party loyalties date back to the age of 15 when he joined the student movement. Not ambitious for the upper echelons of political power, he is nonetheless a man whose abilities destine him for higher posts.
