Hajime Seki was born on the Izu Peninsula in Shizuoka on September 26, 1873.
He graduated from Tokyo Higher Commercial School in 1893. Went to Belgium for study in 1898. In 1910, he obtained the title of Doctor of Juridical Science.
He was appointed professor at his alma mater till 1897. He lectured on railways, traffic, commercial and industrial policy and was reputed as an authority on social policy.
Hajime Seki was appointed deputy mayor of Osaka (1914) and subsequently mayor of the city for 12 years. Advocated the establishment of commercial universities for promotion of commercial education, and helped in the establishment of the Osaka University of Commerce. Wrote many books on social commercial policy.
Was nominated a member of the House of Peers (1934).
