In 1931 Singh was a Bachelor of Arts, Punjab University. In 1935 - Bachelor of Arts after graduating from Cambridge University. He also got a degree of Master of Arts at Cambridge University.
Harkirat Singh was a specialist in Military Engineering. Commissioned as a Second Lieutenant in the crops of Engineers in 1933. In 1936 he was posted to Madras Engineers. In 1936-1937 - served in Waziristan. In 1938-1942 - served in M.E.S. Northern Command. In 1943-1944 - served on field service in Assam and Burma.
In 1945 - Administrative Commandant, Rookree. In 1946 he was promoted to Lieutenant Colonel and posted as Commander (Royal Engineers). 1947 - Promoted Brigadier and posted as Chief Engineer, Southern Command, Poona. 1950-1952 - Chief Engineer, Western Command.
In 1952-1954 - Commander of an Infantry Brigade. 1955-1956 - Commandant, College of Military Engineering. In 1957 - Promoted Major General and posted as Director of Electrical and Mechanical Engineering (Army Headquarters). Since 1960 - Engineer in Chief (Army Headquarters).
He was member of the Institution of Engineers, Institution of Mechanical Engineers (London), Indian Roads Congress (Council), Indian Standards Institution (Building Divisions Committee), Civil Engineering and Hydraulic Research Committee, Central Building Research Institute (Council), National Building Organization, All India Council of Technical Education and associate member of the Institution of Electrical Engineers.
