Bowers earned a BS in Engineering Physics from the University of California, Berkeley (1964), and an MFA in Photography from the San Francisco Art Institute (1974).
In 1979 he was a visiting artist-lecturer at the University of California, Santa Cruz, and at California College of Arts and Crafts, Oakland. From 1974 to 1979 he taught at the University of California, Berkeley, Extension Division. Bowers was instructor/chairperson of the Photography Department at San Francisco Art Institute in 1977- 78.
He won an NEA Photographer's Fellowship in 1978 and 1980 and a National Science Foundation Fellowship in 1965.
