Judson was born at Jamestown, New York and educated at Williams College (Bachelor of Arts, 1870. Department of Administration and Management, 1883), where he was a brother of the Delta Kappa Epsilon fraternity (Epsilon chapter).

Harry Pratt Judson Since the year of the Declaration of Independence of the United States there have been created a long series of written constitutions. Each of the original thirteen states of the American Union set fori;h its fundamental law in statutory form during the Revolutionary War. In 1781 the confederated thirteen adopted a definite constitution the Articles of Confederation which soon proved most unsatisfactory. After only a half-dozen years imder this frame of government the present constitution of the United States was formed. In the century since that time many new states have come into the Union, each with its written constitution, and nearly all the states have several times recast their constitutions entirely. Meanwhile the Latin American republics have come into existence and have framed an interminable list of such documents, all more or less based on that of the United States. In Europe, France began in 1791 with her first written constitution, and has followed that with no less than six others. With the gradual dominance of liberal ideas throughout the continent every othe nation but Bussia has adopted a similar policy, so that at the opening of the twentieth century the land of the tsar is the only civilized coimtry on the globe which is notgoverned in accordance with the stipxdations of a specific constitutional charter. y Vobe sure, a material part of the British constitution is not reduced to statutory form, but much of it is, and the great British colonies, like Canada and A ustralia, have in the shape of parliamentary enactment each a quite definite organic law. The political history of Christendom for the last century, then, has consisted largely in the evolution of constitutional government and the fixing of its principles in statutory documents. Judson taught at Troy High School in Troy, New York, from 1870 to 1885 and was professor of history and lecturer on pedagogics at the University of Minnesota from 1885 to 1892. Moving to the University of Chicago in 1892, Judson became professor of political science and head dean of the colleges and in 1894 was named head of the department of political science and dean of the faculty of arts, literature, and science. He served as acting president of the University of Chicago from 1906 to 1907 and was named the university"s second president in 1907, serving until 1923.
