Spillman, Harry Collins was born on April 27, 1882 in Scottsville, Kentucky, United States. Son of Festus Winfield and Mary Laura (Martin) Spillman.

Writer for Louisville Courier-Journal under Henry Watterson, 1903. Director commercial education in public schools of Rockford, Illinois, Butte, Montana, and Milwaukee, Wisconsin, 1904-1910. Educational director and employment manager Remington Typewriter County, New York City, 1910-1930.

Director educational service Gregg Public County, New York City, 1930-1932.
