In 1935, appointed diplomatic student secretary, assigned to America. In 1937, assistant to the Consul at Chicago.
During the war, served as an official of the Japanese Navy’s Military Government in the South Pacific.
In 1949, assigned to the secretariat of the Foreign Investment Commission and appointed vice-director the same year; in 1951, appointed chief of the First Section of the International Cooperation Bureau, Ministry of Foreign Affairs.
In 1952, attended various international conferences such as the conference to control export to Communist China held in America, the 7th general conference of Food and Agricultural Organ of United Nations at Rome in 1953, and the 9th Conference of Tariff and Trade Treaty Countries at Geneva in 1954.
Married Tsutako Masaki in 1941: four son.
