Hurd, Harvey Bostwick was born on February 14, 1828 in Huntington, Connecticut, United States. Son of Alanson and Elizabeth Hurd.

Originator of the great Chicago drainage canal scheme. Author Torrens Act of Illinois for registration of land titles. Also of Juvenile Court Act of Illinois, April 22, 1899 (now also enacted in Pennsylvania and other States) and producing revolution in treatment of juvenile dependents and offenders.
