Yuasa Hatsuko was born in Kumamoto Prefecture in 1860, the daughter of Kazutaka Tokutomi.
Hatsuko Yuasa studied English at Kumamoto Yogakko (Foreign Language School) and then attended Doshisha College in Kyoto.
Later assisted her aunt Kajiko Yajima in managing Joshi Gakuen School, and began taking interest in social welfare works.
Takeshi Inukai was supposed to have married her, but she refused as they disagreed over the question of men's chastity. She thereupon married Jiro Yuasa, chairman of Gumma Prefecture Assembly, and was the first to start a campaign for the emancipation of prostitutes. Their son Hachiro Yuasa was chairman of Doshisha College.
