At about the turn of the century, he founded the island’s first party, the Socialist Party, which a few years later became the Guadeloupe Federation of the French Socialist Party. He was deputy in the French Chamber of Deputies from 1903 to 1906, and Mayor of Pointe-a-Pitre for many years.
