From 1907 to 1908 he was a member of the Brazilian-Peruvian and Brazilian - Bolivian Arbitral Tribunals. In 1910 he was a secretary of the Brazilian delegation to the Fourth Pan-American Conference. From 1912 to 1913 he was a Secretary of the International Commission of Jurisconsults (charged with the codification of American international law). In 1913 he was a First official of the Secretariat of State (Secretaria de Estado). In the same year he was a Secretary to the Minister of the Interior on his official voyage to the United States. From 1913 to 1914 he was a member of the private cabinet of the Minister of the Interior.
