Fulmer was born on February 6, 1864 in Marcellus, New York, United States; the son of David Morgan Fulmer and Ellen Elizabeth (Longstreet) Fulmer.
Fulmer earned his Bachelor of Science degree in 1887 and a Master of Arts degree in 1889 from the University of Nebraska.
Fulmer began his career as an instructor of chemistry at the University of Nebraska in 1888. Five years later he took a position of a professor of chemistry at Washington State University and held it until his death. Also since 1908 Henry was a dean of faculty at the same university.
On December 25, 1889 Henry Fulmer married Helen Barbara (Aughey) Fulmer. They had a child.
