He attended the New York City public schools and then graduated from the City College of New York in 1899. In 1906 he earned a Doctor of Philosophy in philosophy from the University of Erlangen in Germany.
He was Jewish. He migrated to the United States in 1883. In 1914, New York City mayor John Purroy Mitchel appointed him president of the Municipal Civil Service Commission. In 1917 he served as the Commissioner of Public Markets in New York City.
He was the founding Executive Director of the League of New York Theatres which eventually became The Broadway League, the organization known for producing the Tony He died on December 18, 1936 in Manhattan, New York City.
