A graduate of Cornell’s School of Architecture.
He began work as draftsman in the Chicago office of W. W. Byington.
After beginning practice in Chicago, he prepared plans for one or more State institutional buildings in North Dakota, later (c. 1918) moved to Joliet, Ill where he was appointed Superintendent of work on Prison Cells being erected in Statesville from plans of Architect W. C. Zimmerman. From that assignment other prison work throughout the state was assigned to Mr. Tomlinson, and in 1925 he was sent to Europe as a representative from Illinois to inspect prisons on the continent.
Although known mainly for his work in that field, he designed with equal success a number of commercial buildings, also many residences in Joliet where he made his home for many years.
A member of the Chicago Chapter, A.I.A after 1908 and a long-time member of the Illinois Society of Architects.
