Hiratsuka Tsunejiro was born in 1881.
He graduated from the Roshin (Russia-China) School in Sapporo and married the sister of Seiroku Tsutsumi, a fishery industry leader. Became president of the Taiheiyo Fisheries, Ominato Cold Storage, Kitanihon Oil and Fat, Karafuto Cannery and Karafuto United Fisheries companies and a director of other firms. Became president of the Nichiro Fisheries Co. (1938) and was appointed Transportation Minister (1946). Purged during the Occupation and became an adviser to the Nichiro Fisheries Co. after he was depurged.
