Hirayama Narinobu was born in 1854.
He was appointed a member of the Sain (Predecessor of Privy Council) of the Imperial Government (1871). He went to Vienna as a secretary of the World's Fair which was held there in 1873. Became Chief Cabinet Secretary (1891), a member of the House of Peers (1894) and the Privy Council (1919). Was president of the Japan Red Cross Society for many years. Contributed to promotion of learning as head of the Keimeisha Society, an educational institution.
