Hirokawa Kozen was born in 1902.
He attended, without graduating from Komazawa College, a Buddhist institution.
Participated in a socialist movement and was elected a Social Democratic member of the Tokyo Municipal Assembly. After the Pacific War, he joined the conservative Liberal Party and was elected to the House of Representatives six times. Served as the party's Executive Board chairman and Secretary General and was appointed Agriculture and Forestry Minister twice (1950, 1952).
