Career
Entered Ministry of Home Affairs. Served successively as Governor of Mie and Saitama Prefectures, Vice-Minister of Home Affairs and Vice-Minister of Public Welfare, Welfare Minister of Hiranuma Cabinet (1939), director of Bureau of Legislation of Yonai Cabinet (1940), Welfare Minister, State Minister and Chief Secretary of Koiso Cabinet (1944), nominated Governor of Tokyo (1945). After retiring from above post was elected to House of Councilors (1953).
