In 1922 Hisao Kuroda graduated from Law Department, Tokyo University. Entered practice of law and was active in agrarian labor movement.
Hisao Kuroda entered practice of law and was active in agrarian labor movement. In 1937 he was imprisoned in connection with the people’s front case protesting against war. Elected member of House of Representatives eight times since 1936. Hisao Kuroda became Chairman of the Central Committee, Japan Farmers Union. After the war, joined the Socialist Party upon its formation and became member of the Central Standing Executive Committee. However, he was expelled from the Socialist Party for his protest in July 1948 against the "Mass Exploiting Inflationary Budget Plan." Hisao Kuroda organized the Labor-Farmer Party in 1948 and became its president. Inspected Germany, Switzerland, France, Sweden, Soviet Union, Communist China and North Korea in 1954 and attended the World Peace Conference as a Japanese delegate.
