Hosokawa was born in 1834.Litt. D. A retainer of the Tosa (Kochi) Clan in Shikoku. His pseudonym was Jisshu.
Learned the Dutch language and Western military science and navigation in Nagasaki and Edo.
He became a teacher at the school of his clan. After the Meiji Restoration (1868), he was made a member of the Senate and par-ticipated in the drafting of the Penal Code and other laws. Later was appointed a member of the House of Peers and its vicepresident. Was appointed a Privy Councillor (1893). He was responsible for the drafting of many Court and official documents including Imperial rescripts. Also an educationist, he was director of the Women’s Higher Normal School and Peers’ School. Was a member of the Imperial Academy.
