Hosokawa was born in 1868 in Kumamoto Prefecture, Japan.
He graduated from the Peers School. Studied in England and France for eight years.
He started his political career as a member of the House of Peers. Because he was interested in Asian affairs, he was appointed president of the Toa Dobun Shoin School for Chinese students in Shanghai, succeeding Viscount Moriyoshi Nagaoka, his uncle who was the first head of the institution. He visited various parts of China and fraternized with many Chinese leaders.
