Hosokawa was born in 1804. Daimyd of Kumamoto. Son of Tatsu- yuki Hosokawa, he succeeded his father as lord of a branch of the Kumamoto Clan (1818) and became lord of the head clan (1826).
As lord of Kumamoto, with a fief of 540,000 koku of rice, he was given the Court rank of Sakon-e-Gon-no-Chujdt or Vice-Commander of the Imperial Guard Corps. He promoted the morale of his clan and encouraged savings against emergency. Was respected by both his retainers and the Shogunate for his good government. When American warships visited Japan in 1853, he was in charge of coast defense at Hommoku, Yokohama. The following year, he was appointed chief of the Sagami coast defense (Kana-zawa Prefecture). He often advised the Shogunate to strengthen coast defense. Interested in Japanese classics and waka poetry, he made literary pursuits popular in Kumamoto.
