Giles was born on December 22, 1946 in Cardiff, Wales, United Kingdom; the son of Alexander Clifford Giles and Muriel Irene (Wyle) Giles. He came to the United States in 1989.
Giles received a Bachelor of Arts degree from the University of Wales in 1968. Three years later he earned his Doctor of Philosophy degree from the University of Bristol. In 1996, Howard was given a Doctor of Science degree from the same university. He earned his Bachelor of Arts degree in Psychology from Bangor University.
Giles began his career as a postdoctoral research associate in social psychology at the University of Bristol in 1971. A year later he took a position of a lecturer in social psychology at the University of Wales. Then in 1975, Howard was appointed a lecturer in psychology and reader in social psychology in 1979 at the University of Bristol. Also he served as a professor of social psychology at the same university from 1984 to 1988.
In 1988, Giles held a position of a Distinguished Professor at the Department of Communication at the University of California, Santa Barbara, where he worked until 2017. In 1991, he became a chairman of the same department and had held it for seven years. In addition, Howard was an honorary professor of psychology and professor of communication at the Cardiff University from 1994 to 2004. In 1999, he became an assistant dean of undergraduate studies in the College of Letters and Science at the University of California, Santa Barbara and had held it until 2002 and again in 2004-2005, 2006-2008. In 2002, he founded the Center on Police Practices and Community at that univerfsity and became its executive director until 2011.
Since 2017 he has been a Distinguished Research Professor of Communication at the University of California, Santa Barbara. Also he is a founding co-editor of the Journal of Language and Social Psychology and the Journal of Asian Pacific Communication. Giles was the editor of Human Communication Research from 1992 to 1995.
