Moving into government service from academic economics during
World War II, he quickly established his practical abilities. Membership of parliament, ministerial office and the leadership of his party followed quickly. His position regarding the economic policy of the Labour Party was that the traditional aim of common ownership of the means of production, distribution and exchange was not sacrosanct.
He preferred a version of socialism more adapted to modem society and defended it ably in the Party. His early death frustrated this clarification of economic aims as it did his work on other issues, such as disarmament. In the 1930s he studied in Vienna and published a remarkable draft of an unfinished Doctor of Philosophy thesis on the Austrian theory of capital.
