He was born in Taoho Hsien, Kansu, China in 1892 and was a son of the late well-known Mohammedan leader, Gen. Ma Fu-hsiang.

Mr. Ma received his military training at a Military School in Kansu, China.
After many years of service in the Army, Hung-Kuei Ma rose to the position of Bandit-Suppression Commander of the border regions of Ninghsia, Shensi and Mongolia in 1916. Also he was Commander of the 5th Mixed Brigade of Kansu Army in 1922 and Commander of the 7th Division of the North-western Army in 1925, Commander-in-Chief of the 4th Route Army of the Nationalist Revolutionary Forces in 1927 and later in the same year, was transferred to the command of the 4th Army. In addition, he took positions of commander of the 17th Division and commander of the 64th Division and concurrently Commander of the 11th Army of the Anti-Rebel Forces, field-Commander of the 15th Route Army of the Anti-rebel Forces and concurrently Commander of 35th Division in 1930-1931, chairman of Ninghsia Provincial Government since December 1982.
