Hyakutake was born in 1843, in Saga Prefecture, Japan.
Hyakutake went to England, following Ambassador Tomomi Iwakura (1871). After returning to Japan (1874), he again visited England to study law and economics and to paint in his spare time. His paintings, exhibited at the Royal Academy Exhibition (1876), were well received. After returning to Japan, he went to Rome (1880). On his return to Japan (1882), he was appointed deputy chief of the Commerce-Industry Bureau, Agriculture and Commerce Ministry. Although he painted as an amateur, he contributed much to the development of painting in the Meiji Era.
