Ian Fraser was born on February 9, 1901, in Northern Ireland, United Kingdom. He was a son of Robert Moore Fraser.
Ian Fraser studied at the Royal Belfast Academical Institution. Then he entered Queen's University Belfast where he received degrees in medicine and surgery. Fraser also undertook practical training at both Guy's Hospital in London and the nearby Middlesex Hospital. Besides, he studied medicine in London, Paris, and Vienna.
After graduation, Ian Fraser started to work as a surgeon at the Royal Victoria Hospital in Belfast and the Belfast Royal Hospital for Sick Children. In 1932 he became the first Commissioner of the St Johns Ambulance Brigade and later became its first Commander. At the beginning of the Second World War, Fraser joined the Royal Army Medical Corps. Fraser was asked to set up and direct a research team to carry out a pioneering study of the effects of penicillin on wounded soldiers.
After the Second World War Ian Fraser returned to his former post in Belfast, at the Children's Hospital. He worked there until 1966. Later he served on the Senate of Queen's University. In 1989 he published his book Blood Sweat and Cheers. Ian Fraser died in Belfast on 11 May 1999. He is buried with his wife Eleanor Mitchell.
Ian Fraser was President of the Royal College of Surgeons in Ireland from 1952 to 1954. In 1958 he became President of the Association of Surgeons in Great Britain and Ireland. In 1962 he was made President of the British Medical Association. In 1964 Fraser became President of the Queens University Association.
Ian Fraser married Eleanor Mitchell. The marriage produced two children. Eleanor Mitchell died in 1992.
