Ichido Tōjō was born in 1778 in Kazusa, Chiba Prefecture, Japan to a family of farmers.
At the age of 15 studied under Kien Minagawa at Kyoto, and then returning to Edo became a close associate of such famous Confucian scholars as Zen-an Asakawa, Kando Hakura and Issai Satō (1799). Later was invited by Hirosaki Clan to assume the post of superintendent of education. During his' times Chutzu doctrine (Chinese philosophy) was the main source of the ideas and teachings of saints were often confused with Laotzu (Chinese philosopher) and Buddhism. He advocated a midway policy between them.
Jitoku was well versed in medicine.
