Ichiro Tsuneoka entered Keio University, but later left it without graduating.
After leaving the university Ichiro Tsuneoka founded Chüshinsha and became a manager. Simultaneously he served as Chief priest of Fukuoka Parish of Tenrikyo Religion and Somu (General Manager) of the same religion and later in 1950 was elected to House of Councilors.
Moreover Tsuneoka was the Chairman of Special Committee for Repatriation of Japanese Nationals from Communist China and director of Standing Committee for Welfare of House of Councilors.
