Kinkazu Saionji was born on November 1, 1906 in Tokyo, Japan. He was a grandson of the late Kimmochi Saionji, who was elder statesman.

Kinkazu Saionji graduated from Political and Economics Department of Oxford University (1930).
Kinkazu Saionji became part-time employee of Foreign Ministry (1934). He went to the U.S. to attend conference of Pacific Problems Research Association (1936), was appointed chief of executive office of same association (1937); assumed additional post as a president of Japan International Poem Research Association.
Later he served as a part-time employee of the cabinet and Foreign Ministry, during which time he accompanied Foreign Minister Yosuke Matsuoka on tours of Soviet Russia, Germany and Italy.
After the war he re-established Japan Pacific Problems Research Association and was appointed to present post. He was elected member of the House of Councilors (1947).
