Mellen was born on January 9, 1877 in New York City, New York, United States; the daughter of Andrew Jackson Mellen and Mary Davis (Sprague) Mellen.
Mellen graduated from Lockwood Academy in 1893 and Browne’s Business College in 1900. She studied at the Marine Biological Laboratory from 1908 to 1910.
Mellen began her career as a law reporter in New York. In 1916, she joined the "New York Aquarium" as a secretary to aquarium director Charles H. Townsend and later became involved in the scientific work of the "Aquarium". Ida wrote articles for the "Bulletin" of the New York Zoological Society, which operated the "Aquarium". Ida`s first article, "Some Babies of the Sea" appeared in the "Bulletin" in March 1917.
In 1929, she left the "New York Aquarium", but she continued her own research and writing on a variety of topics and published both fiction and nonfiction.
