In 1911 Ilya Pavlovich graduated from the Faculty of History and Philology of Moscow State University.
In 1900-1907 Ilya Plotnikov worked as a country teacher in Siberia. In 1911-1918 he was a teacher at the Mariinsky Women's Gymnasium in Kursk. He was one of the organizers of the Kursk State Unversity (former Kursk State Pedagogical Institute), in 1918-1923 worked as dean and head of studies there. In 1924-1931 worked as Professor of Voronezh State University, in 1931-1950 Professor of the Voronezh State Pedagogical Institute (since 1937 Head of the Russian Literature Department).
In the 1930s, the organizer of folklore work in the Voronezh region.His research interests include methods of teaching of Russian language and literature in secondary schools and higher educational institutions, folklore studies.
Author of over 80 works, including 20 separate publications: "Psychological School in Linguistics and the Method of the Russian Language" (Kursk, 1919, 1921), "Literature in the High School" (Voronezh, 1937), "Pushkin and Folk Art" (Voronezh, 1937) and others.
