Inaba Masanari was the son of Masamitsu Hayashi, took his father-in-law name. He was Lord of Maoka clan in Shiraotsuke (Tochigi Prefecture).

While his father served Nobu-naga Oda, he served Hideyoshi Toyotomi during the latter’s invasion of Korea. Later he became a follower of Hideaki Kohaya-gawa and was granted a fief of 4,000 koku and created Lord of Sado. After this in turn he served Shogun Hidetada Tokugawa who gave him a fief of 10,000 koku (1607), and then Tadanao Matsudaira, who made him Lord of Echizen clan and castellan of Itoigawa Castle, Niigata (1618). Retired from service (1623) but returned to active service again (1627) and this time was created Lord of Iyo with a fief of 20,000 koku.
