Inagi Tanaka was born in 1856 in Yamaguchi, Japan. The third son of Tozo Suenaga, a retainer of the Iwakuni Clan (Yamaguchi Prefecture).

Inagi Tanaka was born in 1856 in Yamaguchi, Japan. The third son of Tozo Suenaga, a retainer of the Iwakuni Clan (Yamaguchi Prefecture).
He graduated from Tokyo University (1881).
He was secretary in the Department of Education (1888) and left for Europe the following year for further studies. Upon his return (1890) he became a professor of literature at Tokyo University and head librarian of the Tokyo Library. He founded the Imperial library at Ueno (1897) and remained there for 20 years as its head. He also helped to lay the foundation for the Society of Librarians.
