Mr. Chen worked as a secretary to the Provincial Department of Education of Guangdong (Kwangtung). He held the post of a director of general affairs department of the Canton Mint. Also, Mr. Chen was a director of general affairs department of the Canton-Kowloon Railway Administration.
Later Che Yen-chiung served as a secretary to the Ministry of Communication. He was a counsellor to the Ministry of Finance, then director of general affairs department of the Ministry of Railways. Mr. Chen was appointed president of the administration board of the Tianjin–Pukou Railway. He occupied the posts of a counsellor to the Ministry of Railways and counsellor to the Provisional Headquarters of the President of the Military Affairs Commission at Nanchang. Later he was known to be a managing-director of the Beijing–Hankou Railway.
