After graduating from Tokyo University (1896) embarked on a successful career in the banking field. Entering Bank of Japan rose to become Superintendant of their New York branch, then manager of Yokohama Specie Bank to become managing director, then governor of Bank of Japan, Minister of Finance (1923) and member of House of Peers, again Minister of Finance and lifted the embargo on the export of gold (1929), adviser to Rikken Minshuto (constitutional democratic party), (1931). Inoue Junnosuke was assassinated by Tadashi Onuma during the general elections.
