1902 exiled to Eastern Siberia for involvement in student political movement. 1903 returned from exile to Tiflis and edited Geo journal “Kvali”. Member, 2nd State Duma.
Leader, Social-Democratic faction. After dissolution of Duma on 3 June 1907 he was brought to trial together with entirefaction and sentenced to penal servitude in Siberia. 1912 released for Siberian settlement.
Finally freed by 1917 February Revol. Returned to Petrograd to head Russian Social-Democratic Workers’ Party (Mensheviks). Member, Executive Committee, All-Russian Central Executive Committee of 1st convocation.
Minister of Posts and Telegraphs in first coalition Provisional Government. After 1917 October Revol led anti-Soviet bloc in Cinstituent Assembly. Leader, Geo Mensheviks and member, Geo Government.
1921 emigrated; represented Geo Social-Democratic Party in International Socialist Bureau. Member, Executive Committee, 2nd International. In his latter vears lived in United States of America.
