In 1969 Irina Vladimirovna graduated from the Moscow Engineering Physics Institute. Then she graduated from the Graduate School of the Diplomatic Academy of the Ministry of Foreign Affairs of the USSR in specialization "World Economy and International Relations".
From 1969 to 1978 Irina Vladimirovna worked at the Kurchatov Institute of Atomic Energy. Since 1981 Irina Vladimirovna has been actively working in the leading public economic organizations of the country: in the society "Knowledge", Scientific and Economic Society, All-Union Economic Society, Free Economic Society of Russia. Since 1991 Irina Vladimirovna is the director of the International Union of Economists, which is a member of the UN, UNESCO and UATI. She is responsible for scientific, economic, publishing and international work. She is the initiator and one of the leading organizers and participant of the permanent round tables "Russia on the threshold of the XXI century", "Economic security of Russia", International Forum "World experience and Russian economy". With her direct participation, more than 150 major international conferences, colloquiums and meetings have been organized. It had a great national resonance.
On the initiative of Irina Vladimirovna, publication of "Scientific works of the Free Economic Society", that was firstly published in 1766, was renewed. She is the coordinator-compiler of this publication, which has great international authority. She is also a member of the editorial board of the Russian-language edition of the Information Bulletin of the International Union of Economists. Irina Vladimirovna actively participates in the work of various commissions and groups of the United Nations, the Government of Russia and the Moscow City Hall. She made many valuable practical recommendations on the transformation and development of the Russian economy, the Moscow region, the integration of the Russian Federation into the world economic community.
Irina Vladimirovna takes a great interest in growing flowers. Near her house she created a unique ornamental garden, numbering more than 200 varieties of flowers, including 80 of the world's 200 known tulip varieties, as well as lilies, peonies, hydrangeas. Bulbs for her garden she brings from all over the world. A new hobby of Irina Vladimirovna is mountain skiing.
