He graduated from Yelabuga School of Militia (Yelabuga Suvorov Military School of the Ministry of Internal Affairs) (1973) and Kazan Department of the Academy of the Ministry of Internal Affairs of the USSR (by correspondence, 1980). In 1998, Galimov presented a thesis “Struggle against organized crime (based on the data of the Republic of Tatarstan)”.
His career began in 1967, when he became a lathe operator of the Kazan Medical Instruments Plant. In 1968-1970, Galimov performed compulsory military service in the Armed Forces of the USSR. In 1970-1971, Galimov was a mechanic at “Tatselhozmontazh” complex of enterprises. Since 1973, he was an inspector of the criminal investigation of the Moscow District Department of Internal Affairs of Kazan. Since 1976, Galimov had been an inspector, chief inspector of the criminal investigation for serious crimes, chief of the Department of the criminal investigation for serious crimes of the Ministry of Internal Affairs of Tatar Autonomous Soviet Socialist Republic. Since 1982, he had been Deputy Chief of the Naberezhnye Chelny Administration of Internal Affairs, since 1988 – Chief of the Administration of Internal Affairs of Kazan. In 1993-1998, Galimov was Minister of the Internal Affairs of the Republic of Tatarstan. In 2001, he became First Deputy Commander of the joint group of the troops from the Ministry of Internal Affairs of the Russian Federation in the North Caucasian Region. Since 2002, he had been Deputy Chief of the Main Administration for struggle against economic crimes of the Ministry of Internal Affairs of the Russian Federation. Since 2006, Galimov had been Assistant of Minister of Internal Affairs, Chief of the Main Information Management of the Ministry of Internal Affairs of the Russian Federation. In 2007, Galimov was appointed Acting Chief of the Department of the Criminal Investigation of the Ministry of Internal Affairs of the Russian Federation, on July 11, 2008, his appointment was confirmed. He is Vice President of the Russian Federation of Sambo.
He is married, and has a son.
