Issei Maebara studied under Shoin Yoshida and later became associated with loyalists and began taking inte¬est in national affairs.
Issei Maebara was appointed secretary to Prince Ninnaji-no-Miya for the latter’s expedition to Ou (1868). The following year was appointed high ranking secretary to the Imperial Army but resigned soon after. Helped to quell the Saga uprising (1874), but later dissatisfied with the government’s attitude rose in revolt together with Kanesuke Okudaira at Hagi (Yamaguchi Prefecture), but was arrested and executed.
