He graduated from Tokyo University in 1884.
Career
After graduating from Tokyo University he served as chief of Tokyo Law Court, director of Nagasaki Court of Appeal, chief public procurator in whicn capacity he tried the case of Shusui Kotoku, the man who tried to assassinate Eraperor Meiji in 1906.
Minister of Justice in 1912 and in 1916, Privy Councilor in 1924 and simultaneously president of Hosei University.
